Two things:
1. J.K. Rowling stated the exact date in an documentary that aired in December on ITV, a British TV network.
2. You can figure out the year by yourself: in Chamber of Secrets, it's stated that Nearly Headless Nick's Deathday party marks the 500th anniversary of his death in 1492.
Therefore, we can deduce that the school year in book 2 is the 1992-93 school year. Therefore, book 7 takes place in what would be the 1997-98 school year.
Now you know.

also, it says the year of harry's parents' death on their gravestone, so you can deduce everything from that!
